Fundación Gaztelan, set-up in 1987, is a non-profit organisation located in Pamplona (Navarra, Spain). The Foundation's charter was approved by the Government of Navarre on September 25, 1995. It has the following aims:
  • To combat social exclusion through employment, by helping disadvantaged people (the low-skilled, the long-term unemployed, women with family responsibilities, ex offenders…) to find a job
  • To promote the development of a new economy, and specifically of non-profit initiatives that encourage the integration of disadvantaged people and that promote socially and economically sustainable development
To achieve our aims, we work in co-ordination with local authorities, companies and other social organisations against social exclusion.

Context

Gaztelan recognises that unemployment affects specific disadvantaged groups of the population like young people, women, people with disabilities, the low-skilled, the long-term unemployed, ethnic minorities or ex-offenders. As the labour market is very competitive, people who pose a risk or who are socially excluded from society have great difficulty in finding a job. Gaztelan works on the basis that the final step for integration and social recognition is dependent on finding a job that assures a fixed income and stability.

Main Activities

In this context, Gaztelan has developed several activities to help disadvantaged people to find a job. They are organised in two areas:

1. Training and Employment Services
  • Training programmes to improve the employability
  • A Career-Guidance Unit that develops job search programmes and gives assistance for unemployed people, encouraging them to consider their employment options. Each year over one thousand people are helped to find employment and with career planning
  • A non-profit Agency authorised by the Government to intermediate between employers and potential employees
  • A Self-Employment Guidance Unit, that includes legal and financial assessment
In 2003, 2.323 people were helped out through these services.

2. Employment-generating activities Fundación Gaztelan creates direct employment opportunities through its own entrepreneurial initiatives. 184 people are working in small companies owned by Gaztelan and other 26 in companies with separate legal status but promoted by the Foundation in their beginning. The sectors are:
  • Home assistance to the elderly and disabled ( Transforma)
  • Cleaning and maintenance services (Limpiezas 4 Vientos)
  • Childminding (Casas Amigas)
  • Courier services (Oraintxe)
  • Hostelry (Albergue de Beire)
  • Farming (Granja de Liebres Larrasal)
New projects

Currently, we are expanding and improving our services, consolidating our own enterprises and setting up new ones. We have developed a number of project ideas and would welcome further discussion/ideas from interested parties. Specifically, we are interested in contacting other parties that are exploring and promoting the employment potential of local job creation initiatives intended to respond the needs for which neither the market nor the public sector currently appear able to make adequate provision. We look forward to the transfer of good practices and methods regarding job creation at a local or regional level, with an emphasis on areas of social and neighbourhood services.
